Analysys Mason delivered a strategy for a major European regulator, to help them build and maintain their capability in online technologies
Project experience | Regulation and policy
The problem
- A major European regulator wanted a strategy to ensure it could keep up to date with developments in online technologies and further influence technology development
- The regulator sought security due to their responsibilities across: online convergence of telecoms and broadcast, online markets in general, and protecting consumers from online harms
The solution
- We developed the strategy through a combination of extensive desk research and interviews with internal and external stakeholders
- We conducted a comprehensive review of a wide range of online technologies and summarised these into five themes: content management, cloud and modern processes, online security, data and identity, and foundations of the internet
- We identified areas where capabilities could be built: people; knowledge building; networking; participating and influencing; research, tools and projects
- for each area, we used the technology themes to define specific actions to help the regulator achieve its aims
- The strategy spanned three phases: initial preparation, establishing the regulator in the online space and long-term plans

The result
- Our project and recommendations allowed the regulator’s technology team to hire suitable people and prioritise online technology areas for resource allocation
