Now that digital connectivity is the backbone of social and economic growth, high-speed, resilient broadband that can withstand the effects of major events such as climate change or public health challenges is a high priority for governments and operators in rural areas and cities.  However, when private-sector business cases reach the limit of economic viability, it falls to policy makers to decide how and where to deploy government influence and funding. Government interventions in these areas usually involve significant subsidies, and, although value for money must be ensured, it opens up new revenue-creating opportunities for operators and their investors.

Government interventions must take account of local market conditions, such as competition and the regulatory environment, as well as a myriad of demand variables including population density and the distribution of homes; this requires in-depth understanding and a tailored approach to delivery.
