Dion is a highly-experienced Partner based in Analysys Mason's Singapore office. He has undertaken a wide variety of strategy and policy projects with operators, regulators and internet companies in Asia–Pacific and the Middle East. He specialises in business planning, spectrum valuation, technology migration, digital infrastructure and lobbying support. He has also managed and contributed to a multitude of regulatory projects involving analysis of global trends, development of regulatory and development policies, development of licensing frameworks, and economic impact analysis.
Dion has considerable project experience covering network strategy, spectrum strategy (including medium-term), portfolio feasibility, re-farming, auction approaches, auction support and valuation (including combinations for multi-band auctions), developed a 5G business plan, regulatory lobbying, wholesale access policies for interventions, infrastructure investments and the broadband landscape in Asia–Pacific markets and beyond. Notably, he has conducted multiple senior management and board level workshops covering topics such as enterprise information and communication technology (ICT), IoT, private networks and 5G.
Dion holds a business degree from Nanyang Business School (Nanyang Technological University) with first-class honours and a double specialisation in Marketing and Business Information Technology. He was also awarded a gold medal for achieving the highest GPA in the Marketing specialisation.
